fast track project:

a managed undertaking typically set within a designated (source of quote) narrow time frame. For example an enterprise development project of a fast growing company that requires finding an optimum location for an expansion (source of quote). In the case of the example, the project specs would be referred to as site selection criteria.

The operative phrase, fast-track, asserts pressure to speed things up. Following on the project example above, fast track facilities construction likely comes after site selection. The University of Colorado Boulder, Boulder, CO, defines fast track construction.

The Free Dictionary.com definition of fast track states that it's an informal way of pointing out ... the quickest and most direct route to achievement of a goal (source of quote)
