The expression lean enterprise was introduced in a 1994 Harvard Business Review article, From Lean Production to the Lean Enterprise. It's mentioned as a part of this definition of enterprise to emphasize that efforts to achieve excellence are as much a part of the enterprise development process as are the activities that lead to new venture startup and expansions of existing operations.

Lean enterprise as an operational strategy proposal by J. P. Womack and D. T. Jones, writers of the aforementioned article, is made up of lean manufacturing techniques. The aim for any enterprise that seeks to operate lean is to combine functions, groups and individuals into an entity managed throughout the supply chain (SCM). The enterprise operates a continuous value stream through a supply chain raised to a higher level of excellence.

... the investment of time and capital in creating, expanding, or improving (for excellence) the operations of an enterprise; the process of change that expands, enlarges, strengthens, grows, or improves the operational quality of a business or other endeavor as a contributor to the vitality of an economy. Enterprise development occurs when certain members of the .network core user group, such as entrepreneurs, start up new ventures.

Enterprise development is the type of business development, exclusive of marketing, sales and other efforts aimed at building a customer base, that leads to growth and expansion.
